435 guests from 20 countries attend the forum.
The countries are represented mostly in the level of ministers. Cultural figures, media and NGO representatives, scientists participated at the forum. President of the Parliamentary Assembly of the Council of Europe Mevlüt Çavuşoğlu, Director General of ISESCO Abdulaziz Othman Altwaijri, former Secretary General of the Council of Europe, Chairman of the International Coordination Committee of the World Public Forum Walter Schwimmer and UNESCO and UN officials are among the participants.

President of Azerbaijan Ilham Aliyev also participates at the forum. Azerbaijani state and government officials, members of the parliament, diplomats, media and NGO representatives and scientists attend the forum. The event will last three days.
