Council of Europe Secretary General: “We can not work enough in the regions of frozen conflicts, including Nagorno Karabakh conflict”

Member of the Azerbaijani delegation Ganira Pashayeva informed the Secretary General about the killing of nine-year-old Azerbaijani boy Fariz Badalov by an Armenian sniper: “These actions by Armenia are against its commitments before the Council of Europe and PACE resolution 1416. It also causes serious damages on the negotiation process mediated by the OSCE Minsk Group for peaceful solution to the Nagorno Karabakh conflict. We would like to know your opinion as the Secretary General of the Council of Europe. Can the Council of Europe play good role in stopping of such actions and in fulfillment of PACE resolution 1416 demanding withdrawal of the Armenian forces from the occupied territories of Azerbaijan and what do you think should it play this role?”

The Secretary General said that Ganira Pashayeva spoke about the facts: “All of things you mentioned are the facts. I consider that we can not work enough in the regions of frozen conflicts, including Nagorno Karabakh conflict. We didn’t reach serious results and progress toward this. I think we have to contribute to the solution of these problems that we did it during the Russian-Georgian conflict when we tried to build confidence and protect human rights. I consider that the Council of Europe should make more efforts to show decisiveness in these regions”.
