The aviation official said according to the Convention’s article 3 bis, Azerbaijan could demand landing of the planes illegally overflying the borders of the internationally recognized territory of Azerbaijan. If this demand was not fulfilled, it can use other methods, including physical, against these planes. “Khankendi is the Azerbaijani city. According to this document, Azerbaijan can use all opportunities given by the international law against any plane illegally overflying its borders. According to the articles of this document, we gave a warning via ICAO that then there will not be misunderstanding”.
ASCAA official added that without certification by the Azerbaijan State Civil Aviation Administration, Khankendi airport can not be an international airport.
Hajiaga Aliyev said they were negotiating the issue, related to the Armenian reports about starting of flights from Yerevan to Khankendi on May 9, with the Moscow-based CIS Interstate Aviation Commission. The commission officials said they didn’t receive any notification from Armenia about the use of Khankendi airport and added that they negatively approach this issue.
Hajiaga Aliyev said in case of closing the Armenia’s airspace for the Azerbaijani planes flying to Turkey and Nakhchivan, Azerbaijan would also take similar steps. ASCAA official said closing of the Azerbaijani airspace for the Armenia’s planes would bring serious results for this country.
