Azerbaijan pays 334 000 euros compensations in 12 cases last year according to judgments of European Court

2010 was marked by a series of important events for the European Convention on Human Rights, including the Interlaken High Level Conference on the future of the European Court of Human Rights and the entry into force of Protocol No. 14. The year also witnessed the highest number of new cases transmitted to the Committee of Ministers for execution supervision since it started its supervision function – 1 710 new cases. The number of closed cases nevertheless reached 455 (240 in 2009), and the total number of pending cases was 9 325 (7 880 in 2009) by the end of the year. The compensations awarded to the victims of violations in the new cases in 2010 reach almost 64 million euros (54 million in 2009). The government of Azerbaijan paid 334 602 euros of compensations in 12 cases.

According to the reports to December 31, 2010, 31 pending cases related to Azerbaijan were transmitted to the Committee of Ministers and proceedings of 15 cases were completed. The case for execution of the decision of the European Court of Human Rights on Eynulla Fatulayyev’s and “Mahmoudov and Aghazadeh vs Azerbaijan cases were also sent to the Committee of Ministers.

The Committee of Ministers of the Council of Europe stated that Azerbaijani authorities should investigate all opportunities for releasing Eynulla Fatullayev from jail and replacing his imprisonment with alternative penalty.
