Venice Commission expert: “No proposals related to improvement elective legislation submitted”

We have numerously expressed our unchangeable attitude to the representatives of Azerbaijani government about the Elective Code. We are also ready to mull over other problematic issues. According to APA reporter in the Council of Europe. head of the elections and referendums department of the Venice Commission of the Council of Europe (PACE) Sergey Kuznetsov told about the perspectives on restoration of the proportional elective system.

S. Kuznetsov said that they welcome forming of the elective commission based on the credit of all interesting sides: “Every sovereign country has a right to make a choice as it needs. I am aware that the debates are still going on and many parties, involved in the elective process, express their concern. All I say is noted in the statement. However, our commission is not a state entity making a statement on any issues. If the government of Azerbaijan or any other relative state entity officially submits a proposal then we may be keep on our activity on this issue”.

VC official also added that Azerbaijan government had not submitted them any proposal: “With regard to proportional or majority elective system, we have clear attitude. The practice shows that it’s hard to say what system is more preferable to observe the principles of free elections. In terms of ensuring elective rights, it depends on precise drawing the rules of the game. Both systems are equally democratic. Therefore, we can’t say the accordance of the proportional or majority system for any country. For instance, Great Britain uses majority system and up to present nobody complains”.
