Parliament administration chief: “Monitoring will be conducted until Azerbaijan completely fulfills commitments before the Council of Europe”

The chief of the parliament administration Safa Mirzayev made statement on state of fulfillment of Azerbaijan’s commitments before the Council of Europe. He said it was not difficult to get out of the Council of Europe monitoring. According to him, some countries are still under the monitoring that joined the Council of Europe before Azerbaijan, APA reports. “Monitoring will be conducted until Azerbaijan completely fulfills commitments before the Council of Europe. There are two main laws among the commitments to be fulfilled still – draft law on alternative service and ratification of languages of ethnic minorities. Regarding the first draft law, it cannot be adopted while the state of war continues.

There were some financial problems with the second issue. After ratification of this convention, the government should assign great resources for opening of schools, TV channels and publishing the books for ethnic minorities. The situation was normal until the last year and we thought that the problems would be solved soon. Nevertheless, financial crisis delayed the issue. Probably there will not be problem on this issue. There are still some commitments in the field of court system. It will be solved gradually. This is not a contest that to think who will finish first. Everything should be made in time. The country and its population shouldn’t suffer from these issues”.

Speaking about the Council of Europe Secretary General’s statement about the arrest of bloggers, Mirzayev said such problems were created periodically. “When details are learned, it becomes clear that there is a question only about the criminal. The criminals should be punished anywhere. We know about that statement and now are working on that. We will inform the Council of Europe co-rapporteurs about the essence of the incident”.

Speaking about the proposals to establish parliamentary committees on Karabakh and European integration, Mirzayev said just one of them could be established as a committee. “We need to establish an institution on European integration. It is not necessary to establish it in the form of committee. According to regulations, MP can be a member of one committee only and we need to gather new committee among the members of other committees, which will damage the work of other committees.

According to domestic regulations, we can establish a commission and members of different committees could join it. There is a question not about the legislation, but about the discussion of political course. I think we do not need in the committee on Karabakh. We are not working on legislation about Karabakh yet while the main duty of the committee is lawmaking. If the question is about the discussion of Karabakh problem, this issue is discussed in all committees”.
